Uniform: useful or worthless

Symbol is a thing, object, sign, etc that represents a more general situation or state of affairs. From the definition of symbol I am compelled to say that uniform is a symbol of an organisation, except they don't have one.
Schools, sport teams, market and trade unions, trainees and apprentice, military and paramilitary organisations, etc all have one or more uniforms with which they can be identified. These institutions or organisations respect and pride themselves in the adornment of their various uniforms and can go as far as arresting any none member wearing their uniform. In some cases it is even seen as an illegal act for an individual to adorn the uniform of an organisation that he/she is not a member.
For some weeks now, our nation have been under the quagmire brought upon us by the refusal of a particular ranking officer in our national institution to appear before the senate in full uniform. Many minds have tried to employ a classical fallacy of the genre petitio principii while discussing this very sensitive and pertinent topic in our national discuss.
How would you enjoy the salute of all officers of the Nigerian Customs, reside in the CG of Nigerian custom's official residence, drive the NC official car, fly in the NC jet and every other part of it's symbol but see it's uniform very unacceptable to you? My people say that... "if a person doesn't eat pork, he should not be involved in using his teeth to share it 4 the kids".
It is with the above  that I am have brought up the following argument;
1. Is it no longer necessary for staff of the Nigerian customs to wear their uniform to official duties?
2. Does it mean that the CG of customs is now more significant in "kaftan" than his primary official regalia?
3. Can other heads of government institutions join the tend and dress the way they wish?
Within the boundaries of the above premises, what are your conclusions and if they are beyond these limits, what are those conclusions and how will they help in our fight against corruption?
